Puzzle #101 - Cipher Matchmaker

I signed up for the Puzzlers' Club Secret Solver event this past December, and was tasked with making a puzzle for pwahs, who is one of the top solvers at the WPC. That was intimidating. From what little I knew from the signup spreadsheet, I knew that the best type of puzzle to make would be a shading puzzle of some sort, and one single puzzle (even a large one) seemed a bit underwhelming. My solver set a high bar, and so I wanted to reach for it- so I decided on a Matchmaker puzzle. A few days later after picking types I had an outlandish idea. Why not attempt a Cipher Matchmaker, something that I couldn't find another example of anywhere? Would it be possible?

After some initially planning, making and testing this took about 10-15 hours. I would highly recommend giving the full puzzle a serious attempt before checking either of these, however.
